According to the plan of arranging public non-business units of the health sector, from now to 2020, there will be nearly 1,300 medical leaders, including directors, deputy directors and tens of thousands of laborers resigned. Saving thousands of dong a year
Minister of Health, Nguyen Thi Kim Tien, said that in 2018, the health sector will continue to carry out the systematic streamlining, renovating and rearranging the medical system in the direction of consolidating the medical apparatus on the basis of merging medical centers. (TTCD), which serves as a preventive health service without beds at the provincial level, and as a provincial disease control center (CDC).
Merged into a clue
According to Mr. Pham Van Tac, Director General of Department of Personnel and Organization, Ministry of Health, the Ministry of Health and Ministry of Home Affairs, Ministry of Health, has been implementing the Joint Circular 51/2015 / TTLT-BNV-BYT. Continuing to guide the localities to re-organize the medical centers with the same function of preventive medicine in the CDC as mentioned above. According to the plan, each province will reduce 5 units and then reduce 315 units in 63 provinces. By this time, about 40 provinces and cities have made this merger.
At the same time, it merged the hospital and the district health center into a two-function district health center, directly managing the health station to reduce 450 clues, equivalent to reducing about 1,800 leadership positions (one head and three deputy heads ). There are currently 202/450 establishments undertaking the merger.
According to Mr., the difficulty faced by localities is the relocation of personnel after the reorganization of the CDC model, including the allocation of leadership positions. At present, most provinces have a large number of health centers with management functions on preventive medicine, such as preventive medicine centers, quarantine centers, HIV / AIDS prevention centers and reproductive health centers. health centers, health centers, health centers, centers for social diseases prevention and control, etc. With the average level of each province and city, there are 6 centers (9 to 12 centers in each province) There were 6 directors, 18 deputy directors respectively, after reorganizing the CDC model with only 1 director, with 5 directors and 15 deputy directors. There are nearly 1,300 directors, deputy directors and 12,000 redundant administrative staff.
Up to this point, Hanoi has reorganized nine units in the preventive health system in the direction of merging into one cluster in the CDC model; Another 17 provinces and cities are continuing to implement. The total number of payrolls has been reduced to 2,140 cases.
Annually saving a billion
According to the Minister Nguyen Thi Kim Tien, the merger not only saves money due to the reduction of indirect employees, which is cumbersome but also additional investment resources for preventive medicine and grassroots health. Only the 1,300 leadership positions mentioned above have saved the state budget about 93.6 billion VND / year (averaging 6 million VND per month). The number of employees determined on the basis of employment status (according to the Law on Officials) is expected to decrease by 2,140 (mainly administrative jobs such as driver, treasurer, clerk, accountant …) about VND 154 billion / year.
For the local health care, after restructuring, it is expected that about 35,000 cases will not have to pay salary from the state budget, saving about 2.520 billion per year. In addition, at the district level, if the 420 district health centers and 420 general hospitals are merged, the state budget for the leaders will be reduced by 121 billion dong / year. At the same time, thanks to the reduction of 10,899 administrative staff, the budget will not have to spend about 784 billion per year.
Leaders of the Ministry of Health said that in the context of such a large change in human resources, the solution proposed is that skilled people will move to professional work, who is good management will continue to hold leadership positions. Besides, it will maintain the rotating cadre to find out the true leader of management. With the administrative staff, protection, organization staff …, the solution is to transfer work or reduce staff, ensuring only 18% -20% of the administrative staff, keeping 80% -82 % doing professional work. The ultimate goal is to streamline the leadership team, reduce administration, and increase professional service. According to the roadmap, the implementation of the merger must be completed before 2020
